Since it's been discussed lately, here's a backup of my files for the Black Horse Courier. Includes a mesh, texture, bookart, and an example .esp with a template. Posted here instead of in a Data thread since the actual articles still need to be added.

SUGAR ATTACK IN LEYAWIIN
Consternation in the southern county capital as a group of covert Khajiiti terrorists, believed to be associated with the Renrijra Krin crime syndicate, have ignited several explosive devices filled with the illegal substance known as moon-sugar in a local market square. Though no fatalities are reported, multiple citizens were struck down by side-effects of the attack.

An anonymous contact within the Khajiiti community was able to comment on the nature of this heinous attack and the weapon of choice: "A Rajjzar-Kerrar, a Smoke-of-Fortune. [NAME REDACTED] knows of the thing of which you speak, it is a party favor from Elsweyr, very popular. Khajiit pulls the string, and boom! Everyone is happy. It is very bad, of course, very bad thing to do. Moon sugar is illegal, because of the law. [NAME REDACTED] hopes these very bad Khajiit get what they deserve."

WILFORRATH FALLS IN THE ARENA

DEFEAT OF THE BLACKWOODS INSURGENTS
Legion forces have struck a decisive blow against the rebel Argonian tribes of the southeastern marshes. After years of covert sedition, a united force of Blackwood tribals met His Terrible Majesty's forces north of Red Sutri. The Argonians, emboldened by a carefully orchestrated strategic retreat, came face to face with the full might of the Imperial Legions and were predictably decimated. The remaining rebels have retreated into the marshes, presumably heading for refuge across the border of Argonia.

The trans-Niben acquisition, which focused mostly on the long-contested south-western banks of the Niben, coincided with a reaffirmation of direct Cyrodiilic authority over the eastern marshes and west Koth. This move sparked sedition among several Argonian tribes who has settled illegally in the underdeveloped borderlands of the eastern Blackwoods.

While the sentence for rebellion is death, the Emperor, in his infinite grace, has seen it fit to condemn the captured rebels to hard labor, for a period of twenty years.

DOME TEMPLARS CALL FOR UNITY, STRENGTH
In a public ceremony in the temple at Caer Suvio, the esteemed Headred Suras has renewed the Red Dome Templars' dedication to the immortal example of Talos. In a surprising deviation from standard ritual, the Headred espoused at length about both provincial and domestic threats to Empire stability and peace.

"Order is paramount," so said the Headred, "Order, and the example of Talos. Without order, there can be no Empire. Yet order is always under siege, from within and from without. I call upon the Emperor and his servants -- lay aside your soft words of peace! Speak now the words of war!"

The high priest did not name any specific threat to Empire peace, but it appears likely that the Templars will once again target suspected Arcturianists, as they did ten years ago during the Miracle of Peace.

NEW DIBELLAN PRIMATE
After the untimely passing of Primate Samaria, the elders of the Dibellan Faith have now announced the ascension of Primate Hiral Varollus.

Primate Varollus, of origin an acolyte of Julianos, is said to have been visited by Dibella during a pilgrimage to Sancre Tor, and has since rededicated herself to the worship of that most gracious and benevolent Divine. The new Primate espouses a concept of Dibella centered around purity, mathematical grace, and untouchable beauty – a stark contrast to the sensualist dogma of primates past.

Since her ascension, the Primate has isolated herself in the inner chambers of the grand temple in Anvil, in contemplation of the Divine.

CYROD CITIZEN RIGHTS FOR THE TRANS-NIBEN?
In a petition brought before Count Caro, a cartel of Khajiiti merchants and money-lenders from the wider Molaquin Ren have demanded they be granted the full rights of Cyrodiilic citizens, and furthermore declared their intent to incorporate as a merchant cartel under Cyrodiilic commerce law.

The distinction between Cyrodiilic and provincial citizen rights is a complex legal matter. Under Pelagius I, citizen rights and obligations were normalized across the Empire. However, in practice, local privileges and common law bestow subtly different rights to citizens -- for instance, the treaties under which Hammerfell and Morrowind submitted to Empire rule bestow upon them special exemptions (such as the odious practice of slavery in the case of the latter).

Likewise, former Dominion holds are, to this day, subject to legal impositions which ensure proper Imperial oversight and the rule of Law in provinces that were not always accustomed to its benefits.

It is unlikely that these requests will be met. When asked, Theophania Wiame of the Guild of Barristers gave the following statement: "Citizen rights are normally granted by virtue of birth within the Empire's provinces. While the law is mutable, in regards that citizens moving from one province to another will usually be judged according to local law by local authorities, it is unlikely that this privilege will be awarded at once to such a large population -- especially given that large parts of the Molaquin Ren are still under martial law."

CRENDALI FESTIVAL UPON US, SAY ASTROLOTHURGES
The Imperial Isles are alive with excitement as Imperial University astrolothurges have now confirmed that the Serpent constellation is moving into the required trajectory to once again approve the Crendali Festivals.

The -- some would say infamous -- festivals honoring the Red Dancing God have been celebrated in the Heartlands since the days of Reman, though some claim they hearken back to the earliest Nedic inhabitants of the central valleys.

Due to the unpredictable path of the Serpent constellation, Crendali festivities can be few and far between. On average, the festival is celebrated once every two to three years, though exceptions are common. Outliers are the fifteen-year break under the reign of Empress Morihatha, as well as the "Year of Three Feasts" in 3E 121 which resulted in the fire of Caprys Hall.

IMPERIAL AKAVIRI THEATRE PROGRAMME
The Imperial Akaviri Theatre is proud to announce it will be performing Augusta Veridichi's "The Petal-Skin Bride" this season, using the original Tsaescite musical accompaniment. A not to be missed experience, the romance of Saha-Vas and Morius Auctor immortalized the first union of Niben and Akaviri blood and the birth of a proud Hierophant tradition.

Additionally, Lord Uan has indicated that the initiation play for Syffim aspirants is delayed, as there are not enough initiates to fill the necessary roles. Theatre patrons should be mindful that normal scheduling may be interrupted for this event.

WEST NAVY INCREASES PATROLS OF THE BLUE DIVIDE
His Imperial Majesty’s West Navy has announced that Navy patrols along the Blue Divide will increase as of next month. The Divide, which separates the Summerset Isles from Tamriel proper, was fiercely contested during the Simulacrum by opposing Bosmer and Altmer forces, and tensions continue to simmer around the Ulunedai archipelago. With the Miracle of Peace bringing stability and prosperity to the much-plagued northwest, Navy command now intends to move the bulk of its fleet south to ensure peace and the flow of trade in this contested waterway.

"We are still seeing much raider activity around these parts", says Commodore Narel of West Navy high command, "and given how vital the lumber trade between the northern provinces and Valenwood is, our continued presence in the Divide is a strict necessity."

When asked about similar pirate activity in the Abecean Sea, the Commodore replied as such: "The Abecean is home territory to the West Navy, and by all means properly secured. Of course, we have had to lessen patrols there to reinforce our fleet in the south, but reports that the Navy is no longer sufficiently active near Stirk and the western seaboard are complete fabrications."

BEGGAR-CULT CRACKDOWNS
City constables have cleared out an illegal Namirite shrine in an empty cistern underneath Arctus Parc. The shrine -- believed to be associated with the extremist Black Dictates Cult – served as both a place of worship and a home to over twenty-nine vagrants who were drawn to the deviant worship of Namira and the glorification of poverty and personal neglect.

Master Octavirius Hano has informed us that: "the waterworks, cisterns, and sewers beneath the City are property of City authorities and may not be used as homes, places of business, or temples of worship. Furthermore, while the worship of the spirit Namira is not proscribed, I would warn all Imperial citizens that is considered a dangerous and subversive activity. To exalt destitution, refuse to work, and to worship decay and degeneration, is to deny the benefits and glory of the Empire. Proper and hard-working citizens should not associate with Namirite beggar-monks or priests who espouse the Black Dictates, lest they lead you on to further anti-Imperial thinking."

As of this writing, members of the Namirite sect have been spotted congregating in the slums beneath the Bridge of Promises.

TRAVEL WARNING: THE EASTERN PROVINCES
The Imperial Legion has issued new travel warnings for citizens wishing to visit the Eastern Provinces for business or personal affairs.

The updated travel warning for Morrowind now warn of potentially infectious diseases and a likelihood of plague. This warning joins the already standing admonitions regarding unusual and dangerous weather conditions, natural catastrophes, active Legion deployment, and potential anti-Imperial insurgents which are already in force for this province.

Travel warnings for Argonia remain unchanged.

All citizens who do not have urgent business in these provinces are encouraged to avoid or delay their travels.

COCHAR REMEMBERED IN THE ARENA
The masters of the Imperial City's Grand Arena has announced a tournament in remembrance of Cochar's Rebellion, the infamous revolt during the reign of Emperor Kastav. The occasion will be marked with combat among gladiators and against wild animals, a sea-battle, and, for the first time in nearly forty years, a challenge featuring Battlemages from the Imperial Legion.

Cochar Memontus, champion of the Second Empire, is most remembered for instigating a soldier’s revolt against Emperor Kastav due to what was later revealed to be a personal slight. Though rightfully reviled as a rebel against lawful authority, Cochar is now most remembered for the romanticized reinterpretation of his character in the sensationalist opera of Eschulias.

SILK CONTROVERSY ESCALATES
Debates regarding the import of "weija" cloth and thread have now escalated to open hostilities in Bravil. Reportedly, the news that a shipment of the novel material had arrived from Valenwood led to a congregation of silk-weavers who attempted to prevent the unloading of the controversial cargo. Hostilities with the dockworkers escalated to a brawl during which a weaver apprentice managed to set fire to both the goods and the barge by which they had arrived.

Weija, a silk-like material produced by an arachnid native to the Valenwood jungles, has long been a traditional thread for Bosmeri garments, but has only recently been introduced to the Cyrodiilic market. While many progressive silk-weavers have marveled at the singular qualities of the material, others have debated its categorization as a type of silk, and refuse to sully their work with what they consider an inferior material.

"The controversy is ridiculous," so says Sosa Navale of the Ceraciilic silk school, "The Niben silk-weavers have used foreign materials in their work for generations: Nordic and Breton wool, cotton, blight moth, even Summerset sea-silk. What makes this weija so different? What we see here is simply the latent anti-Bosmer prejudice of some of the more conservative silkmaker schools."

Representatives of the Meso-Cyrsirath and Farisidiilic silk schools could not be reached for comments.

SUGAR REBELS: SIGNS TO WATCH OUT FOR
Insurgent activity is on the rise in the southwestern Nibenay. Rebels of the so-called "Renrijra Krin" have stepped up their activities by attacking symbols of lawful authority and through the devious sugar-trade that finances their actions. These rebels are believed to cover their tracks by the application of deviant sugar-magic. Loyal citizens are required to report any of the following signs:

Khajiiti citizens who are frequently drunk, uncivil, or lead a lavish lifestyle absent a clear source of income

Common house cats behaving in odd ways, such as drawing signs or consuming liquor

Khajiiti citizens entering buildings or dead-end streets without subsequently exiting them; or vice versa

Khajiiti citizens who appear engaged in an unusually active or industrious capacity

Purchases of unusual amounts of alchemical equipment or ingredients

The smell of burning sugar at odd hours or places

REPEAL OF THE WAR TAX LIKELY
Deliberation on the proposed repeal of the War Tax continue unabated in the Elder Council. Council members are supposedly close to reaching a verdict on the controversial measure, which has been in place since the end of the Tharn Simulacrum and, according to various trade guild representatives, represents an unjustifiable burden on trade and commerce.

Curia representatives have indicated that the Corax will speak from the Cephorean as soon as the final vote has been made, in order to elucidate the Council’s decision. While no agreement has been made yet, it seems likely that Councilman Korsa’s proposal to replace the tax with a tariff on imports from the Eastern Provinces will ultimately be carried by the White Chorus.
