Regarding NPC's

I have really just one question about NPC's on the Mainland. Are we going to see NPC's that were in Oblivion? It would make sense as 3E427 is only 6 years before the Oblivion Crisis. Whoever is making NPC's could have an easy reference guide by going into Oblivion and Creating NPC's that are in game. Just a thought what do you guys think?
