Combined guildhall for the Mages and Fighters guilds, as well as the offices of the Atrius Building Commission.

Overall notes:
- Don't rescale apparatuses, ingredients, books, or misc items (or anything the player can pick up)! When players pick these up and place them back down, they revert to revert to 1.0x scale, which is very immersion-breaking. Also, these items are presented at a particular size that players grow accustomed to, so it unconsciously makes locations feel "moddy" when they are different.
- text_paper_roll_01, scroll cases, petty soul gems, arrows, longer swords, and other long items that don't sit flat should be rotated slightly to sit flush on one end
- sc_paper plain needs to be sunk below its bounding box to prevent floating
- Make sure to sink or raise lamps and candles at 0.1 movement so they sit flush with floors and shelves (does not apply to wax-only candles, which can safely be sunk)
- There were lots of containers and statics that had their bottom 5% or so sunk into the floor. With rare exceptions, these should always be F-dropped to sit flush like any other object

Notes for merger:
- The exterior door and doorframe are not aligned with the shell. The northmarkers in this int are correct for the shell, but the door/doorframe rotation should be fixed in the sectionfile upon merge.
- The placeholder letters on the FG guildmaster's desk should be replaced later.
