Whoever takes this claim can also take the 31 claim, which is also part of the Census & Excise. Should include offices, archives, maybe a lockup for confiscated goods.
Claim, since 31 is for the most part completed (will check it again for a few touches here and there).

Started working on it: nothing substantial to show yet, just a basic shell with one small experiment.
Decided to clutter up top wall shelves with out of ordinary for this int stuff and make them unreachable without levitation.

Interesting concept, though I'm not sure how well it will translate. Are you going to put a ladder or something near the shelves? Otherwise I don't see how the C&E workers get to that stuff: not every random scribe has levitation, after all.
Yeah, ladder, of course. Furn_colony_ladder01 texture doesn't really fit color scheme of GC set imo, but oh well.
Finished it (though will update it once Tamriel_Data 5.2 drops - wall shelves changes).

Replaced DJamb_02s with DFrame_01s and Wall_03s, as they are meant to be for intracellular spaces and the DFrame is meant for load doors
Fixed rotation of door
Locked a chest of gold
removed a bleeding T_Imp_Furn_Rug_05
Removed some longxp rugs, seemed out of place in the otherwise sober office space.
Added a bit of clutter to the corner where the guard should be placed
Replaced some dwemer contraband with yleid, makes more sense for this area, plus new ayleid clutter
There is a large amount of sload soap in custom container, left and noted to maybe send the player here during sload investigation. Maybe it starts here?
There is also a custom dresser. Left it but the dresser should be added as a generic cyrcom item, furnR_dw#_bk and replaced, rather than ending up with several unique bk dressers.
NOTE TO MERGER: The windows on the back wall should be moved to the edges instead of the center, to match interior. Additionally, neither of this nor Anv34 have the fireplace, so it should be removed.
