I kinda wish there was a Nibenese version of those floating Dunmeri paper lanterns.
in_cave_plant10, my favourite plant. (For real.) Candles, detailing, and a little prison.
I can't imagine it'll be hard to find all these cultists once the quest gets made. They have to smell of fish and blood.
Quest hook: I put a generic enchanted ring in the prison room, replacing it with a unique one and being able to return it to its owner's next of kin might be nice.
I think the already planned quest for the cult is enough, but maybe the ring can be a reward of sorts.
