I really like the shell, nice layout. But I'd say don't make it any larger.

You can make the upper chambers decorated with candles and offerings, then we can have a few draugr lumbering around in the lower depths.

@Worsas Gravel sand and gradual thaw towards High Rock sounds perfect to me. Since the western part is essentially the Western Reach, it would make sense to see a single Direnni ruin, at least. We could name that area 'Haafinheim, Northern Reach'. We should have a Direnni port fortress, half sunken ...

That makes more sense. We have a document with Imperial administration titles somewhere on the old forum, but I think we should follow P:C and TR's Imperial hierarchy structute.

He could be in the fort near Falkirstad, but I think he'd be better off close to places of power and governance. He's an Imperial administration official, not a legion official after all. I can give him a mansion in Markarths Imperial quarter, if you want. I think the name sounds very Colovian.

Yeah, that was my thought as well. But the group could've started up as such, and since attracted other outcasts and bandits. Just a primarily Redguard bandit group. We could have some savants or local rumours say how a lot of farmers turned to banditry following the war or something like that.

How about a group of former Redguard farmers turned highwaymen and raiders, after being driven from their homesteads by Nord settlers in the aftermath of Bend'r Mahk?
Not insurgents (well, in a way), more like common people driven to banditry. I don't know how we could show this in the cell itself.
