Can you still make it a little bit less spread out? I count 11 cells that will contain objects belonging to Markarth, I'd prefer 3-4 + keep. The wall outline sort of spans 6 cells. Really digging the layout here, this is spot on. I can already imagine players wandering these areas in fascination. We should build upon these cliff layouts in the area near Dragonstar. The excessive placement of container plants and other statics that may look repetitive is mostly due to the landscape being quite boring if you disable grass, a common problem I've had around the Northern Gold Coast as well. I like #1 best, really. After that it'd be #3 without the towers on the cliffs. I see your point about the valley being quite empty if the fortress in on top of the cliffs.

To be honest, I'd prefer if you rearranged the ruin so that it's either on top of the cliffs or harmonizes with them in a better way. Somehow it does look sort of out-of-place when put into this different context.

I'm strongly against adding the voice as some sort of spell. It's clearly a different thing and I don't think we need this "collect all Dragon Shouts"-kind of philosophy at all. We should stick to mentioning the voice in dialogue only, especially near the college.

We definitely should not add anything west of the mesas, it'll only cause trouble. Mesas provide a nice natural border that players are unlikely to cross. Making a believable cut behind the mesas will be difficult and we'll only have even more exterior work coming up that can be avoided. If a direct...

I guess two roads leading to Dragonstar wouldn't hurt either, but I'm fine either way.

Seeing those screens, I am confident that berry will figure out the right things here. Excellent work so far, although you could probably do with some more rocks here and there in the grassy areas.
