Updated the claim to work with the new dialogue placeholder system, added more dialogue, and fixed some bugs. I'd like to claim this. How about 3 or 4 available bounties?

Ideas:
- Can either kill or capture the bounties.
- Capturing would involve "command humanoid" or some "get their health below X" mechanic.
- Capturing would place the NPC in the KW jail upon cell change and give fame/a bit more gold?

Ready for review!

I highly recommend using the latest Sky_Main (Sky_Main_2018-03-16.esp) as it was built from that and uses its dialog placeholders. Start the quest by going to Haimtir and either asking about "latest rumors" or going straight to Farkon. There are multiple ways to finish it.

SHOTN Guard NPCs need to be given the "Guard" class instead of "T_Sky_Guard" and an alarm rating of 100. Otherwise, they won't arrest the player.

Edit: This probably means their custom dialogue can be deleted, too.
