What makes Ne-Quin Al a desert? Mountains in the south? Wouldn't it make a sense to have "savanna region" north of the desert then?

Well, it's my fault because I thought Evermore is in Western Reach Highlands Region which is not. I would suggest moving city of Evermore 3 cells to the west (or just swap it with Black Wastes). It would only be logical to have such a big city next to the river.
